Overview
As a Buyer, you will play a pivotal role in securing the goods, services, and materials needed to meet strategic and operational goals. Serving as a key liaison between internal teams, suppliers, and contractors, you will ensure all purchases are cost-effective, timely, and fully compliant with regulatory standards. Key Responsibilities
Procurement Strategy & Planning
- Partner with program managers and stakeholders to define procurement requirements, strategies, and schedules.
- Develop sourcing plans that optimize value while meeting organizational objectives.
Solicitation & Supplier Engagement
- Create and issue Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Requests for Information (RFIs) in strict accordance with regulatory requirements.
- Evaluate supplier qualifications, capabilities, and performance history through analysis, site visits, and direct negotiation.
Contract Negotiation & Administration
- Lead negotiations on pricing, terms, and conditions to secure favorable outcomes and mitigate risk.
- Administer and monitor active contracts, ensuring compliance with deliverables, timelines, and budget controls.
- Resolve contract-related issues and facilitate continuous improvement in supplier performance.
Compliance & Documentation
- Ensure all procurement activities comply with federal regulations (FAR, DFARS, DCMA) and internal policies.
- Maintain comprehensive, accurate records for audits and reporting requirements.
Market & Financial Analysis
- Conduct market research to identify trends, new vendors, and innovative purchasing opportunities.
- Analyze cost structures for reasonableness and fiscal responsibility; track expenditures against budgets.
Collaboration & Communication
- Work cross-functionally with finance, legal, and program teams to advance procurement initiatives.
- Prepare and deliver reports, presentations, and briefings to communicate procurement strategies and results.

Qualifications
- Bachelor’s degree in Business Administration, Supply Chain Management, or related field. Advanced degree or certifications (e.g., CPSM, CFCM) preferred.
- 3+ years of purchasing or procurement experience, ideally within government or defense sectors.
- Strong knowledge of federal acquisition guidelines (FAR, DFARS, DCMA) and industry standards.
- Excellent negotiation, analytical, and organizational skills, with the ability to manage multiple priorities.
- Proficiency with procurement and ERP systems; Oracle experience is a plus.
- Advanced proficiency in Microsoft Excel and Office Suite.
- U.S. citizenship and ability to obtain or maintain required security clearance.
- Experience managing both custom and off-the-shelf solutions in defense procurement is highly desirable.
