Type of Position:

12 month contract to hire


Job Location:

Stafford, VA (hybrid role).


Compensation:

$175K/yr to $180K/yr (paid hourly).

Candidate Requirements:

This role requires all candidates be eligible to obtain a secret security clearance (or have an active clearance). This requires all candidates have US Citizenship and be able to pass a background check. Please note, you do not need a clearance for this role immediately (we would facilitate this process at a later date if required). This role is NOT open to corp2corp (C2C) or corp2hire (C2H) – no exceptions.


Job Description:

HRU Technical Resources has partnered with an innovative and “outside the box” defense contractor to hire a Senior Cost & Pricing Estimator to be based at our Stafford, VA facility (this will be a hybrid role). This position is a critical role focusing on Cost Estimating to support the development, coordination and delivery of contract cost estimating data requirements. It supports the proposal development process by working with the Supply Chain, Engineering, and Program teams to establish Cost Targets for bid submission. The Senior Estimator is responsible for creating proposal price (cost) volumes and delivering compliant estimates with detailed cost reports to internal and external stakeholders.


Essential Functions:

  • Develop comprehensive estimates of materiel costs for defense manufacturing programs.
  • Support the Capture team by developing estimates for manufacturing, management and modernization proposals.
  • Develop parametric estimates of material, labor, time and equipment costs for ammunition manufacturing programs and facility management.
  • Guide the development and maturation of our cost management tools and processes.
  • As a member of our Capture and Proposal teams, perform lead role in developing compliant and winning proposals.
  • Lead a team by example, ensuring adherence to all agreed-upon processes and operating procedures.
  • Manage relationships with all stakeholders to ensure performance is optimized, including the political dimensions associated with a high-profile program.
  • Work with Program Managers and other key stakeholders to develop the organizational structure within our team to promote clear responsibilities and opportunities for team members to succeed in their roles.
  • This position is responsible for selecting, managing and developing Junior Level Estimator(s).
  • Undertake other duties as directed.


Experience / Education Required:

  • Bachelor’s degree in Business Administration, related business discipline, or Engineering, or equivalent work experience.
  • 10+ years performing cost estimates for complex US Defense programs
  • 3+ years working in a multi-national, multi-organizational and corporate environment.
  • 5+ years in capture, bid contract negotiations, and planning delivery.
  • Knowledge of the US DoD processes and procedures for development and procurement.
  • Detailed knowledge of Military Standards and Regulations (FAR and DFARS).
  • Knowledge of program management tools such as Earned Value Management, DELTEK Suite of Program Management Tools, Microsoft Project, SAP.
  • Ability to present technical / commercial / contractual solutions to clients and internal stakeholders.
  • Excellent communication and interpersonal skills to engage with all levels of management, staff, overseas colleagues, suppliers, and corporate partners.
  • Strong consultation, influencing, and negotiation skills with the ability to promote collaboration and teamwork across the organization and external service providers.
  • Ability to explain complex concepts clearly to diverse audiences and facilitate productive discussions.
  • High level of professionalism, integrity, tact, and diplomacy in all interactions.
  • Strong analytical and listening skills to understand and respond effectively to client needs.
  • Self-motivated with strong organizational skills, capable of balancing strategic analysis with execution.
  • Adaptable and able to prioritize tasks under pressure, meeting deadlines in a fast-paced environment.
  • Ability to obtain and maintain a secret U.S. government security clearance.


Experience / Education Preferred:

  • Master’s Degree in Business Administration, Mechanical Engineering, Electrical Engineering, Industrial Engineering or Mechanical Engineering Technology, Vehicle Technology, Management, Systems Engineering, etc.
  • Familiarity with military ammunition products


Work Environment:

  • 1st (day) shift position
  • This will be a hybrid role – generally 2 to 3 days in office, 2 to 3 days working from home (depending on the needs).  
  • Ability to travel on a rare occasion (could be domestic or rarely international).
  • Candidates must undergo and meet company standards for background checks, employment verification, reference checks and controlled substance testing (drug screen would include cannabis).
  • The majority of work in this role will be conducted in an office environment.
