Purchasing Manager


Position Summary

The Purchasing Manager is responsible for leading procurement operations supporting site programs and product lines, with a strong focus on supplier performance, PO throughput, and cross-functional execution.

This role is not just about sourcing—it is about driving accountability across the supply base, accelerating purchasing execution, and ensuring material readiness in a fast-paced, regulated environment.

The ideal candidate will bring a process-driven, systems-oriented approach to purchasing, while partnering closely with Planning, Materials, Quality, and Engineering to eliminate bottlenecks and improve overall supply chain performance.


Key Responsibilities

Supplier Performance & Risk Management

  • Drive supplier accountability for on-time delivery, lead-time adherence, and quality performance
  • Establish escalation protocols and enforce disciplined follow-up on shortages, late POs, and delivery risks
  • Identify and mitigate supply chain risks including single-source dependencies, capacity constraints, and supplier financial instability
  • Lead supplier performance reviews, corrective actions, and continuous improvement initiatives


PO Throughput & Process Optimization

  • Build and improve systems that accelerate purchase order placement and reduce cycle time
  • Streamline procurement workflows to eliminate waste, reduce manual touchpoints, and improve efficiency
  • Ensure purchasing activities are executed in a CPSR-compliant manner, with strong documentation and audit readiness
  • Leverage ERP and e-sourcing tools to enhance spend visibility, automation, and reporting


Cross-Functional Alignment & Execution

  • Partner closely with Planning, Materials, Quality, Engineering, and Program Management to ensure material readiness
  • Align on priorities, resolve constraints quickly, and drive fast, informed decision-making
  • Support new product introduction (NPI) through early supplier engagement and sourcing strategies
  • Collaborate with internal stakeholders to balance cost, schedule, and technical requirements


Strategic Sourcing & Procurement Leadership

  • Develop and execute sourcing strategies for direct and indirect materials, components, and services
  • Manage the full procurement lifecycle including RFx, evaluation, negotiation, award, and supplier management
  • Negotiate pricing, terms, lead times, logistics, and service agreements to support program objectives
  • Lead contract reviews in coordination with legal and engineering to ensure alignment with requirements


Performance Management & Continuous Improvement

  • Establish and track key metrics including on-time delivery, PO cycle time, supplier performance, and cost savings
  • Drive initiatives to improve purchasing efficiency, supplier reliability, and cost competitiveness
  • Ensure readiness for audits, government inspections, and supplier reviews
  • Mentor and develop procurement team members (if applicable)

Required Qualifications

  • Bachelor’s degree in Supply Chain, Business, Engineering, or related field (or equivalent experience)
  • 6+ years of procurement, sourcing, or supply chain experience
  • 3+ years of leadership or supervisory experience
  • Experience working in regulated environments with FAR, DFARS, ITAR, and export controls
  • Proven success in:
  • Supplier performance management and risk mitigation
  • Procurement process improvement and PO cycle time reduction
  • Contract negotiation and strategic sourcing
  • Strong analytical, negotiation, and decision-making skills
  • Experience with ERP systems (e.g., Oracle, SAP), e-sourcing tools, and procurement analytics
  • Ability to operate in a fast-paced environment and manage competing priorities


Preferred Qualifications

  • Professional certifications such as CPSM, CPPO, or CSCP
  • Experience supporting NPI and design-for-procurement initiatives
  • Familiarity with CPSR compliance and audit environments
