Construction Project Manager – Facilities

Location: York, PA

Contract: 12 months with potential for extension or direct hire

Schedule: Onsite, 9/80 schedule (7:00 AM start time; expect some OT)

Compensation: $57.73/hour with PTO and optional benefits


Position Overview

The Construction Project Manager – Facilities is responsible for the planning, management, and execution of facility construction, renovation, and infrastructure projects. This role ensures projects are delivered safely, on schedule, within budget, and in compliance with corporate standards, regulatory requirements, and operational objectives.

This position partners cross-functionally with Facilities Engineering & Maintenance, Operations, IT, Safety, Security, and external design/construction partners to support manufacturing, engineering, and office environments. Strong leadership, financial oversight, and technical expertise are critical to delivering projects with minimal disruption to operations.


Key Responsibilities

Project Planning & Execution

  • Manage full project lifecycle from planning and design through construction and closeout
  • Develop project scope, schedules, budgets, and execution strategies
  • Coordinate with internal stakeholders to define requirements and priorities
  • Ensure project execution minimizes impact to production and operations
  • Facilitate permitting and regulatory approvals as required

Capital Project Management

  • Lead capital improvement projects including expansions, infrastructure upgrades, and facility buildouts
  • Track and manage budgets, forecasts, and financial performance
  • Prepare business cases, funding requests, and capital documentation
  • Implement cost controls and change management processes

Design & Construction Coordination

  • Coordinate with architects, engineers, contractors, and consultants
  • Lead design reviews to ensure alignment with standards, safety, and operational needs
  • Manage procurement processes including RFPs, bid evaluations, and contractor selection
  • Monitor construction progress to ensure quality and contract compliance

Safety, Compliance & Risk Management

  • Ensure compliance with OSHA, environmental regulations, and building codes
  • Partner with safety teams to integrate SHE practices into project execution
  • Identify risks and implement mitigation strategies
  • Ensure contractor adherence to safety and security protocols

Stakeholder Communication

  • Serve as primary point of contact for project stakeholders and leadership
  • Provide regular updates on status, risks, budgets, and timelines
  • Lead project meetings and coordinate cross-functional communication
  • Support operational teams during commissioning and project transitions

Construction Oversight

  • Conduct site visits and inspections to monitor safety, quality, and progress
  • Manage RFIs, change orders, and contractor performance
  • Maintain accurate project documentation (drawings, permits, contracts)

Project Closeout & Handover

  • Oversee project closeout including punch lists, inspections, and documentation turnover
  • Coordinate commissioning and transition to operations or maintenance teams
  • Ensure proper transfer of equipment documentation, warranties, and maintenance plans
  • Capture lessons learned to support continuous improvement


Required Qualifications

Experience

  • 10–15 years of experience managing commercial construction or facility infrastructure projects
  • Proven experience managing projects from planning through construction completion

Technical Knowledge

  • Strong understanding of commercial and industrial construction practices
  • Experience with:
  • Mechanical, electrical, and plumbing (MEP) systems
  • Manufacturing or laboratory buildouts
  • Facility renovations and space reconfigurations
  • Site and utility infrastructure

Tools & Systems

  • Experience with project and construction management tools such as:
  • Microsoft Project
  • Procore (or similar platforms)
  • Primavera
  • Bluebeam
  • AutoCAD or BIM tools
  • Ability to read and interpret construction drawings and engineering specifications


Preferred Qualifications

  • Experience in manufacturing, aerospace, defense, or highly regulated environments
  • Certifications such as:
  • Project Management Professional (PMP)
  • OSHA 30
  • Professional Engineer (PE) or Certified Construction Manager (CCM)


Education

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related field preferred
