Type of Position:

6 to 12 month contract to hire role


Candidate Requirements:

This role is working for a major defense contractor. Candidates must be either US Citizens or Permanent Residents (Green Card Holders) to be eligible for this role. Candidates on CPT, OPT, H1B or TN visas are also not eligible for this role. This company is NOT open to corp2corp (c2c) or corp2hire (c2h). Offer may be contingent upon passing a background check and a drug screen (drug screen would include Cannabis).

Norfolk, VA (on site role)

  

Compensation:

$37.63/hr to start. Overtime paid at 1.5x over 40 hours.

  • This role will have 5 days PTO (PTO accrues over time). In going direct hire, there will be significantly more PTO.


Overview:

HRU Technical Resources has partnered with a major defense contractor to hire a Material Estimator who will be responsible for soliciting pricing and availability information from suppliers for required materials. This position requires the identification and close tracking of Long Lead Time Material (LLTM) and prompt communication of such to relevant parties. This is a high-impact role supporting critical ship repair and modernization projects for the US Navy and commercial vessels. It offers the opportunity to work closely with production teams and suppliers, contribute to national defense initiatives, and grow your expertise within a fast-paced and highly respected defense organization.


Responsibilities:

  • Generating and managing Pre-Proposal Inquiries (PPI), Requests for Clarification (RFC), and Inspection/Deficiency Reports (IDR) with respect to government and customer-furnished information, as well as material-related issues.
  • Reviewing and taking appropriate action on all correspondence and responses regarding materials.
  • Collaborating with trades to ensure that material estimates and requisitions accurately reflect the correct size, type, and quantity of material to support production efforts.
  • Fielding questions, identifying issues, and proactively resolving problems to ensure production quality.
  • Ensuring that all material estimates are complete, accurate, and submitted according to schedule.
  • Coordinating closely with the Purchasing Department regarding cost and supplier information, and providing Request for Quote (RFQ) details to Buyers.
  • Maintaining frequent contact with Labor Estimators, Buyers, Ship Superintendents, Craft Supervisors, Craft Personnel, and outside material suppliers.
  • Performing similar, incidental, and additional duties as assigned.
  • Working independently with minimal direct supervision.


Skills, Education, Experience – Required:

  • Candidates must have a High School Diploma OR GED at a minimum. Higher level education is welcome.
  • Minimum of 2 to 3 years of relevant experience in a related role.
  • Ability to interpret Navy and Commercial vessel drawings, Navy technical manuals, and work specifications to develop material estimates for repairs on US Navy and Commercial ships. Must have around 2 years or more experience.
  • Experience developing material estimates for new or additional work based on inspection reports, deficiency reports, and contract changes.
  • Capacity to deliver efficient, effective, and flexible solutions to production requirements.
  • Proficiency in identifying and selecting vendors that meet price, quantity, quality, and delivery specifications.
  • Ability to build and maintain strong supplier relationships, ensuring material demands are met and deliveries are made on time.
  • Experience developing and implementing process improvements and working with suppliers on continuous improvement initiatives.
  • Support in assessment and sourcing of suppliers, collaborating with the purchasing team.
  • Participation in supplier meetings and negotiations to meet material demand requirements.
  • Capability to resolve supplier concerns and evaluate supplier performance alongside purchasing team members.


Work Environment:

  • This is a 1st (day) shift role. Typical hours are 7:45am to 4:30pm, Monday to Friday.
  • There may be occasional overtime in this role. Any OT will be paid at 1.5x.
